Five indigenous tribes are calling for legislation giving them consultation rights prior to any official decision regarding the construction of the Belo Monte dam that would affect them. The dam, which is being built at a cost of $13bn, is expected to flood an area of 500sq km along the Xingu River, displacing 16,000 people, according to the government.
